UH Mānoa uses a tiered priority system set by the UH Board of Regents. Freshmen and first-time transfer students receive the highest priority, followed by students whose permanent home is far from campus (off-island or beyond reasonable commuting distance). Within each priority tier, the application submission date and time serve as the tiebreaker. With approximately 3,100 beds for over 20,000 students, housing is competitive and not guaranteed.
The on-time application deadline is May 1 (Part 1); eligible applicants must then complete Part 2 by May 12. Applications after the deadline are considered on a space-available basis after all on-time applications are processed. Returning students must apply by April 1 to be prioritized in the next cycle.
